Refactor code of conduct #184

Refactor pages/code-of-conduct.astro such that it resembles pages/resources.astro. Point it towards an embedded submodule repository. This will clarify and make consistent the page format. Also, it will fix all the spacing and formatting jank. Thansk!

Also, consider using the following for clarity:

Community Standards

Remain civil, polite, and treat everyone with the same respect you expect from others.
Students are required to adhere to the student code of conduct. Violations will be reported.
Discrimination of any kind will not be tolerated.
Do not borrow items from the UPL without written permission from a coordinator.
Report any inappropriate behavior directly to upl@cs.wisc.edu.

An Code of Conduct already exists, and once my refactor and update is approved it will be embedded as a submodule and replace my gist.
