Investigate why settings.BASE_URL is being pulled incorrectly #25

When new shell accounts are auto created, we also create the website config in apache for them. However, when we pull settings.BASE_URL, as far as I can tell it is set correctly to uwcs.co.uk, yet it pulls as dextre.uwcs.co.uk, meaning that the configs require manual intervention for them to load correctly if a user needs the website.

Looks like this was down to Celery not being restarted since the initial deploy so it wouldn't have used updated settings... Will see if this works
