Identify issues using Google Lighthouse/PageSpeed Insights #5

We should identify what problems are currently present using Google's Lighthouse utility: https://developer.chrome.com/docs/lighthouse/overview/

This can be run in a consistent environment to produce shareable links using Google's PageSpeed Insights: https://pagespeed.web.dev/

The scope of this issue is simply to run the report and log issues for problems — they do not need to be resolved for this issue to be closed.

Any issues logged as a result of this should have their title prefixed by [Lighthouse] and include a link to the Lighthouse run that indicated the issue.
