Add indicator to certificate for certificates no longer in use #64

A customer has requested that certificate services adds an ability to indicate a certificate is no longer in use and that this indicator also suppresses the notification email that is sent. Currently, we only allow revocation of certificates in cases where the private key is compromised and this leaves customers looking for a way to indicate a certificate isn't in use.
