Issuer's ID in CS tool does not update when a cert is renewed. This causes "Go to InCommon" download link to serve old/expired cert.
REQ8599384 User attempted to download a copy of the certificate (no. 23570) they just renewed by clicking the "Go to InCommon" link in the CS tool. However, that link leads to the original cert they requested in 2022. They noticed the Issuer's ID in CS tool and the one in the "Go to InCommon" link are for the old cert.
They're asking if there's a way to update the Issuer's ID for a renewed cert in the "Go to InCommon" link or suggest we reference the renewed certificates by something other than the Issuer's ID, or have InCommon offer the latest version of a certificate for a given Issuer's ID.
