Update Shibboleth OIDC plugin to version 3.3.0 #13

Shibboleth released a new version of their OIDC plugin on 11/30/2022. This update is not required, but it includes new functionality (support for OAuth2 authorization flows) and minor bug fixes and enhancements. Our current version is 3.2.1, likely one minor release behind.

Resolved by updating the plugin via RFC-0770 on Mar 1, 2023.
