Verify that mysql on idp15 and idp16 are correctly updated for new persistent-ID sites #20

In JIRA https://jira.cac.washington.edu/browse/AUTH-1568 we found that idp15 and idp16 were not getting the requisite information from SPReg for persistentID to work correctly with the test SPs (diafine*). Ensure the information for new SPs is correctly updated on idp15 and 16 and that the persistent ID information in those mysql databases matches other IdP servers.
