Updates to support the migration of the SPRegistry database to GCP.

  1. Updated the connection logic in the script to add the SSL parameters. This commit also includes a previous bug fix to the file path that was deployed but not checked in to Git.
  2. Updated the Python requirements file as I found that the version deployed did not match what was in Git.
