Opening a new pull request for re-review of this change including newer updates.

  1. Added new fields to the idp.properties files for the new cookie associated with the notification screen.
  2. Updated the mfa-authn-config.xml file with new logic to set and check the cookie that controls notification.
  3. A minor update to the commont in the new view.

Previously reviewed changes included updates to general-authn.xml and the new flow under the flows directory.

Closing this pull request. This should not be merged into the main branch, but rather into the 4.1 branch.
