One thing we should be measuring in addition to NAT configuration is the bandwidth between users. This is especially useful when debugging why a connection is slow.
One mechanism we can use to estimate bandwidth with minimal traffic is packet pair probing http://www.cs.cmu.edu/~hnn/papers/igi-tr.pdf
