Switch cloud installation to use uproxy-cloud-installer NPM module

Notes:

• Cloud creation now finishes in < 1 minute, however the cloud server will appear as offline until it's ready. I made some small UI modifications so that it wouldn't show "waiting to get access" in the UI if the cloud server was expanded during this time.
• All code for cancelling cloud server creation has been removed
• Code for restarting cloud servers has been removed
• Status/progress updates for cloud installation are removed (installation now takes < 1 minute)
• Code for deleting the cloud server is also removed, now the user is just directed to the Digital Ocean droplets page
• Users can now create multiple cloud servers (all have the same "uproxy-cloud-servert" name)
• Users can no longer enter a promo code (will remove all promo code logic in a separate pull request)

Questions:

• Whats up with the yarn.lock file? Am I supposed to check this in? Or should it be added to .gitignore?

The yarn.lock is supposed to be committed to version control. That's how you ensure everyone is using the same version of the packages. See https://yarnpkg.com/en/docs/yarn-lock

(I wonder if the yarn folks had picked a different name people wouldn't second-guess this as much. Everyone has this question on first glance, myself included!) )))
