Generate Design Time Data missing from VS2017 #268

"Generate Designtime Data" option is missing from right clicking viewModel.cs file in VS 2017, however it works in vs2015.

The design-time data helper window (View->Other windows) is available in both versions of VS.

Worked once moved view model class to PCL from a shared code project
