The download redirects to this link on scribd and then then asks me to "Sign up today for unlimited downloads free for one month."

I have 2 problems with that:

• I am not willing to sign up to download the PDF, it is an overhead that we don't need to have
• There is a paywall as detailed in screens below

@pythagoraswitch @Uav-development can I just have the pdf emailed to me on mraad at worldbank and I will just host it on github or somewhere without paywall? Were there any issues with github hosting? why is this on scribd?
