is it possible to make a tesla fart or is it not possible since its in the bluetooth phone app etc

You need to enable Emissions Testing Mode from the Infotainment Center every time the car turns on, then select things on the screen, just to enable. Looks like it requires auth and connectivity far above what the Flipper can do.
