Provide a setting that will allow it to check media based on filename _h265 and remove if the other file is not the codec we want
It should compare the times
It could screen shot at a specific time and compare the buffer if we want to get real fancy but time should be pretty close

Initial work done. Finding dupes with some confidence (but not great).
