[rallly] create guide

I had a brief look at the project's github repository and the technologies used, and I think it is possible to install Rallly (yes with 3 L) on a uberspace.

If somebody is interested, feel free to write the guide. Please make it transparent by commenting on this issue and/or linking it in a (Draft) Pull Request.

A tool for creating polls, similar to Doodle.

Todo: find out whether hosting Rallly as node app [1] or using udocker [2] is the better way to go.
