ZNC guide no longer works because cmake is now required and it's very outdated on Uberspace 7 #1797

The guide for ZNC here no longer works because ZNC now requires cmake and on top of that a much newer version (>=3.13) than is preinstalled on Uberspace 7 (2.8.12.2 from ~10 years ago 🤔).
