[webhook] add guide #1801

I've just finished setting up webhook (the tool written in go), in my uberspace to automate CI/CD from Codeberg/woodpecker.

I'd be happy to write up a general guide for how to set-up/install webhook itself, as well as a more concete one for using it for CI.
