Update4wd and gear ratio for noetic #160

These are meant to be the very same changes put into kinetic-devel a couple weeks back. These add the motor gear ratio parameter in the yaml file These changes add many improvements from the 4wd codebase. This is MEANT to be the functional changes placed into kinetic-devel for pull request 155 a couple weeks back.
