budgie-network-applet - Hidden network dialog opens behind popover

In the Budgie Network applet, selecting "Connect to Hidden Network" causes the Hidden Network dialog box to open behind the popover, and the popover cannot be closed until the dialog is dismissed, making it hard to move or cancel the dialog. Also, since the dialog is blocking, the entire panel is unresponsive til this closes.

It appears the dialog box actually comes from libnma, so there may be some difficulty making it a non-blocking window?

Just observations based on what I have investigated so far:

• if the popover is made to close first, the dialog box can open in the center of the screen and is freely accessible. It remains on top of all other windows but is still blocking so the panel is frozen.
• if the dialog box is not transient for the popover, it will open in the center of the screen instead and will be accessible. Almost same result as previous, except popover remains open. Though it is still possible for the dialog to be covered depending on applet placement and screen size.
• it could be changed to launch "budgie-control-center wifi connect-hidden-wifi" (or gnome-control-center) to bring up this same dialog box. It appears to be the exact same dialog box, downside is it launches the entire control center.
• probably other options to investigate?

Personally I have no issues with launching BCC to-do more complex things. Applets should be for simple actionable stuff.

Fixed with 65a4fe96d3d39cd7b04f028b9679e91da921a5fa Hidden network option will now open Budgie Control Center's hidden network menu.
