What distro, desktop environment and version are you using?
Arch, Budgie 10.9.1. I thought it's obvious that the DE is Budgie ;)
hmm - seems fine on ubuntu budgie 22.04 - using wallstreet control, toggling the "run wallstreet" option turns off the wallpaper changer.
Issue appeared only on one system of three, no clue why it happened. I saw wallstreet running, changing the wallpaper all 5 minutes, but it was turned off in it's settings.
Running budgie-extras 1.7.1, wallstreet switches the background every 5 minutes, despite
org.ubuntubudgie.budgie-wallstreet->runwallstreet
is set to false. So the only way to disable wallstreet seems to remove/etc/xdg/autostart/wallstreet-autostart.desktop
