hmm - interesting. Please have a look at last nights daily ubuntu gnome live CD - what is its config?
email from Martin Pitt:
Hello David,
David Mohammed [2016-08-31 21:50 +0100]:
"network-manager.postinst: Don't create /etc/NetworkManager/conf.d/10-globally-managed-devices.conf override on new installations. We don't want NM to manage non-wifi/wwan on servers/cloud instances, and for desktops live-build now installs a netplan policy snippet to let NM handle all devices."
On our budgie-remix 16.10 alpha our network manager applet is left in a disabled state until we create an empty
/etc/NetworkManager/conf.d/10-globally-managed-devices.conf
Please can you let me know what package this "netplan policy snippet" is in?
This is done in the image build process: http://bazaar.launchpad.net/~ubuntu-core-dev/livecd-rootfs/trunk/view/head:/live-build/auto/build#L196
This was done over three different commits, of which the first one has the useful changelog, and the other two fix it:
http://bazaar.launchpad.net/~ubuntu-core-dev/livecd-rootfs/trunk/revision/1431 http://bazaar.launchpad.net/~ubuntu-core-dev/livecd-rootfs/trunk/revision/1433 http://bazaar.launchpad.net/~ubuntu-core-dev/livecd-rootfs/trunk/revision/1435
This covers the ubiquity-type installations, while the debian-installer type ones got fixed in

HTH,
