Can't register on phone

Please answer the questions about build version and network, will save
developers a lot of time !

What steps will reproduce the problem?
1. Download Chrome to Phone from Market
2. Attempt to register Google Account in C2P
3. See Error: Unable to connect error message.

What is the expected output? What do you see instead?
Phone will not connect to web service. The phone should connect.

What version of the android, in Settings -> About phone -> Build number (
ex. FRFxx ) ? If less than FRF50 - see the FAQ.

Is the phone using WiFi or mobile network when problem occurs ? If Wifi,
are you behind a firewall that blocks outgoing connections ?
Occurs on both WiFi & Mobile Network

Can you open "Gmail" application ? Do you see new messages without hitting
'refresh' ?
Yes, Yes

Can you open "Talk" application ? Do you see incoming chats ?
Yes, Yes

Please provide any additional information below.

It looks like the endpoint the service uses to register is broken. These 
entries appear in logcat when trying to register:

D/C2DMRegistrar(  651): [C2DMRegistrar.289] register: http error 404
E/C2DM    ( 9653): Registration error SERVICE_NOT_AVAILABLE
D/C2DM    ( 9653): Scheduling registration retry, backoff = 240000
