Skies of Arcadia Video issues #67

Reported by 'vaguerant' in the IRC channel that Skies of Arcadia PAL cannot be 
forced to 480p (throws an error in the game). Also PAL/Auto mode resulted in no 
video output, only sound.

Not sure about this one anymore, the video forcing options have been re-written 
so many times since this was logged.
