Local registries options

We need to investigate local Docker registries options (consider only open-source projects) that are:

• Easy to setup locally and spin up on-demand.
• Are running on a specified port on localhost
• Are fully Docker API V2-compliant: https://github.com/opencontainers/distribution-spec/blob/main/spec.md

Options to evaluate:

• Distribution project option: https://distribution.github.io/distribution/
• Cloudflare R2-based Serverless Registry: https://github.com/cloudflare/serverless-registry/tree/main (not quite what we need, actually required to rewrite JS code, or run in wrangler dev mode: https://github.com/cloudflare/serverless-registry/blob/main/wrangler.toml#L22C1-L22C10 )
