Shortcuts without arguments should be referred to as "static", to clarify that they don't support both modes. They should work just like apps (technically they have a keyword but it doesn't behave like it).
Shortcuts with arguments should have a normal keywords and expect a query.
It also wouldn't hurt to make the UI descriptions more clear about these distinctions.
