Fixes #55 Partially fixes #67

This commit does not, however, fix the fact that currently pretty much nothing works without re-encoding.

Removes default values for framerate & resolution (except for videotestsrc)
Forces encoding for any file input & rtsp stream
No longer resizes if framerate is changed & vice-versa

Also, updates the documentation to make it explicit that streaming is done over TCP and that the default resolution is only effective for videotestsrc.

Pretty sure that this PR overall reduces the stability of the pipelines so I'm not confident about merging it. I'd like the opinion of someone with more gstreamer experience before taking a decision on this.
