Run as a non-privileged user (https://docs.docker.com/develop/develop-images/dockerfile_best-practices/#user) (to merge after https://github.com/Ullaakut/RTSPAllTheThings/pull/57)

Closing, since it currently depends on #57. (Just add the useradd-stuff and the USER-line if this is a desired functionality.)
