Hi - I found your project while searching for udp load balancing, and read the project homepage. Then I followed the Github link, and immediately wondered: what is the license of this software? This pull request adds a LICENSE.md to make that question immediately answerable. As a drive-by, I noticed that copyright dates across the project were varying, so I updated them to match pen.c.

As a drive-by, I noticed that copyright dates across the project were varying, so I updated them to match pen.c.The markdown version LICENSE.md comes from https://github.com/belden/readable-licenses, which is a fork of https://github.com/nevir/readable-licenses, with one small difference to make the LICENSE.md match the text of the license from the canonical GNU location
