Acceptance Criteria:

Fame/Donors page
Displays list of players who have donated to UltiMafia
Donors are assigned a special group (icon TBD)
Donor panel on Fame/Donors page for members of said group
Donors may submit a quote to go next to their name on the page; create a permission for use in the Donor action panel

Partially implemented but lacking group. Everything is stored in the data folder, which is bad practice
