Thanks for the report and the file. You can see in your screenshot that a lot of upward facing surfaces are red. That is Cura indicating errors in the model. There are a lot of errors in that model. This is Cura's X-ray view. All the red surfaces are errors. image

Neither Mesh Mixer nor MS 3D Builder were able to fix it and the on-line service I use has a 20mb limit.

I can see that you have a lot of time into that model but the model has so many serious errors that Cura is not able to figure out which part of the model is the inside and which part is the outside. I'm going to remove the bug label. I'll leave this open for a bit so you can respond here. I hope you understand.
