Add APSW to python dependencies #104

Required for https://github.com/Ultimaker/Cura/pull/10327 & https://github.com/Ultimaker/Uranium/pull/729

For the moment we decided to stick with Sqlite3, since it's just easier to work with as it's a builtin.
