Describe the issue/feature you have:

Currently when going through intersections, car will switching stopping/starting rapidly. This can be seen by the flashing break light of the car. We need to have a more natural way of stopping at intersection. We need another way of adjusting the speed of the car.

The intersection problem has been fixed in #19, the new problem is when cars are following each other, the same behavior is still happening.
