Add discord notifications for voting

What does this PR do?

This PR adds a GitHub Workflow that sends notifications via a Discord Webhook when the "vote now" label is added or removed to/from issues or PRs. The following screenshot shows how these notifications can look on Discord (The screenshot shows data from a testing repo).

Motivation

I brought up the idea of automatic notifications in the discord and there seemed to be some interest in a feature like this.

In order for this to work two additional steps are required:

A discord admin must register a webhook for the #song-format channel on Discord @bohning
An admin of this repo must add the webhook URL as a CI secret with the name DISCORD_WEBHOOK. I don't currently know who that would be.

I added both the webhook on Discord and the DISCORD_WEBHOOK secret to the repository secrets.
