[BUG] drop downs broken (UM41 flagship test ISO)

Summary

When clicking long dropdown lists theres a massive blank space at the top of the dropdown until you scroll

Steps to Reproduce

1. go to any dropdown (one used for ss is the gtk theme dropdown option in login window)
2. click it

I reproduced this yesterday, I kinda doubt if this is specific to Ultramarine, but I can't find any bug reports for this from upstream Budgie.

This is a very very common GTK bug
