Notifications system

This will likely be a core plugin.

Develop a notifications system and API that stores different types of actionable messages for users that are using Ultros' user system.

This should..

• Be available on Web, incl. using Ajax to trigger desktop notifications
• Notify logged-in users on chat networks
  • Perhaps consider not notifying people when they're using separate nicks / are idle
  • Or wait for activity before notifying
• Allow notifications to be viewed and marked as read separately

Some use cases:

• API failures
• Bad login notifications
• Memos
