devkitARMr32.rar needed devkitARM(revs after 156)

is this really needed for revision 164+

i dont know if it causes some issues at runtime but the latest downloaded
version of devkitarm that is downloaded automatically by devkitpro installer
compiles sneek fine

i get no errors and no new warnings or warnings that are any different from
devkitARMr32 being used to compile things

Also does this have some requirement or dependency on libfat or some other
libraries that versions of might be incompatible with sneek

I cannot find any reason that SNEEK r163, r164 or r165 cannot use r34 of
devkitARM for compiling it basically generates 99.999% identical binaries

I guess we should make it so that there is an option to select which revision
of devkitARM to use for compiling and have it extract that revision from the
archive if it is different from the one that is active and installed

r24 r32 r34 are the versions i think people use are there any other revisions
of devkitarm that people use when they get issues?

i got sneek right now i just cannot get uneek working on my western digital
drive
