"Use 4 rows for Russian..." option contains ambiguity

What steps will reproduce the problem?
1. "Use 4 rows for Russian..." means use 4 rows for Russian characters +
one more row for space and some special keys resulting in total 5 rows. But
deselecting it leads to total 4 rows keyboard.

What is the expected output? What do you see instead?

Option leads to ambiguity in resulting effect, must be "Use extended
Russian layout"

What version of the product are you using? On what operating system?

HTC Hero, Android OS 1.5, version 20100201
