Make all launguages (besides English) as addon packages #299

My suggestion is- In order to reduce the package size,
If possible, to split the different lanauages to addon apks (in the market)
so every person can download only the languages they need, and add them on 
top of the software

The infrastructure is ready (mostly), but not debugged.
I'll probably first fix the double-enter issue in f/w 2+, and then finish this 
one.
