IPA Layout allows to input text as you speak it independend of the
language. The keyboard layout is as attached.

I do not understand this layout... Is it a linguistics thing?
And I can't read the characters about, it seems garbage.
Can you write the characters row by row (character SPACE character etc), as they
appear on the keyboard?

In unshifted, and in shifted layout.
