Cannot go back to smallcaps after capslock #313

What steps will reproduce the problem?
1. Go into Auto-cap mode or all-caps mode
2. Try to go to small-caps mode by pressing the shift key
3. Shift will just toggle all caps with auto-caps, small-caps mode is never 
selected.

* auto-caps means only first letter is Capitalized.

What is the expected output? What do you see instead?
Expected the shift key to toggle three modes: small-caps, all-caps, and auto-
caps. Saw only two modes: auto-caps and all-caps.

What version of the product are you using? On what operating system?
Version:20100322-x-dvtel-testers (release 16)

Please provide any additional information below:
Device: Nexus One (firmware 2.1-update1)
Keyboards in AnySoftKeyboard: English, Dvorak, Thai.
