remove max bound on version #249

Good suggestion, an update is unlikely to break CRP at this point

@aradapilot you shouldn't bump the version number of the mod itself, since you want that change affect the already released version as well, right? If you keep the VERSION property as is, CKAN will automatically update the compatibility info of the 1.3.0.0 release in retrospect, and RoverDude wouldn't need to do a new release for this to have an effect.

@BobPalmer can you take a look at this (after @aradapilot made the above mentioned change)? This would make people happy and keep them from repeatedly asking on the forum thread.
