Let Converter fill non-stacked tanks #87

Distillers will fill up a remote non-stacked tank with Xenon/Mono, but for some reason the converters will not do the same with LF/Oxy.

Yup, this is how KSP works. Can't change the rules of stack flow. Could always add a bit that moved fuel and such around, but that would cause some wild unpredictability (i.e. you'd have your fuel tanks randomly filling despite stack position). Sp it's easier and more consistent just to refer folks to the normal fuel flow rules.
