Fixed engineer check not working on languages different that English #101

By replacing hardcoded "engineer" string in if statements which i've found with localizer function to get string from loc file Updated English loc file and added russian to accommodate those changes.

Nope everything works

Should also fix #96 however appropriate loc files should be added. Directly referencing autoloc tags from games seems to work incorrectly on different languages so supplying cfg with mod is much safer.
