Changes to MKS Drill cooling is preventing colling for other parts #1198

It seems like the new cooling cap of the MKS drills are claiming all of the available cooling even when there is not enough activity to warrant doing so. While this is not blocking other MKS drills from recieving cooling, it does seem to block other parts, including stock drills, stock 2.5m ISRU, and MKS 2.5m reactors.

note: 500-A drills may not block stock drills, I had to swap the 500-A drills for 500 drills on the third vessel to see a problem with the stock drills(I also added ISRU at that point)


Evidence:

In the attached image you can see that I have: 8 large stock cooling systems(the extending kind) 2 fixed radiator panels on each of: 2.5m reactor, 2x2.5m MPU, 2x MultiTruss(each with 4 500-A drills attached) Note: Drills each have 3 active bays at 227.01% each = 340.515 heat/drill =>2724.12 total drill heat (800 of this should be handled by the MultiTruss radiators, but I will ignore this for now) Reactor is running at 40%, so the two panels should handle that fully.

The MPUs do not yet produce heat.

The 8 large TCS should provide 8000 cooling.

In theory, this should provide excessive amounts of cooling. In practice, my ISRU acts like there is no cooling present and will promptly over-heat if activated.

On this second vessel(on Ike), I have 4 MEU-500 drills running at 5% efficiency. (30 total heat load) The reactor is paused due to the output cap. And my stock drill happily over-heats like the 2 large TCS are not even there.(the second stock drill is not active and the large ISRU behind the reactor is not active)

Note: this base was happy to run all 6 drills, the reactor(at night), and the ISRU before the drills received an increased heat dissipation cap.

This third vessel is in a USI-only install(MKS and LS) 6 large TCS (the panes are disabled to see if the reactor would overheat, it does not) are not able to cool: 8xMEU-500 pulse drills at 5% efficiency(60 total heat), a 2.5m Reactor at ~2%, 1 2.5m ISRU(at 1.5%), and 2 stock drills(at 5% before heat losses)

Here's a craft file that reproduces the problem for me. You can run all eight drills without any of them overheating, but the reactor overheats if even one drill is running. This is strange since the drills collectively require more cooling than the reactor, and the craft has more than enough cooling for everything combined.

Is there a fix for this, as it is getting very annoying to power everything with solar or wirelessly?
