Add some Power Distributor parts that function without crew for remote bases #1255

Currently all PDU transmitters require crew with the ConverterSkill to function. This means each remote MPU and drill vessel needs its own separate power supply even if they're only 5 meters apart.

It would make sense if at least the microwave transmitter would function without crew, since it doesn't need cables that could be argued that they need crew maintenance.

Alternatively please create a new part that can be used without crew, possibly using machinery to simulate wear, or maybe even include that functionality in the MPUs themselves.

I added https://github.com/UmbraSpaceIndustries/UmbraSpaceIndustries/pull/130 and https://github.com/UmbraSpaceIndustries/MKS/pull/1429 to implement this.
