Add option that makes config file (Kolonization/ScrapParts.cfg) able to permit non Engineer to Scrap parts, defaults to "EngineerOnly = true" same as it was before. I use a second "USI_ModuleRecycleablePart" module with "Efficiency = 0" and "EngineerOnly = false" so non engineers can remove parts but get no resource in return.
