Update the JSON output to only report errors in Reviewdog Diagnostic Format

For GitHub action to support annotations we can use Reviewdog Diagnostic Format (RDFormat) rather than specifying our own.

Breaking changes:

• The json output is now in different format.
• JSON output option only shows broken links.
