Add more configuration options to the traffic light at the intersection.

[ ] yellow, red duration
[ ] methods to trigger light change event
1. trigger at a distance before ego vehicle reach the intersection
2. trigger at a time before ego vehicle reach the intersection (based on the current vehicle speed)
