Where to put the translated course-structure.json file? #257

We want to help to translate Solana Development Course to Mandarin, so we are referencing the es version for the rules. We couldn't find where to put course-structure.json file for other languages.

@jamesrp13 discussed this a while ago - course-structure.json will remain the same across different languages, however the translated titles will come from the title metadata (at the top of every .md file)
